House approves legislation known as the “FRIENDS Act”, which opens two categories of business visas to Portuguese in the U.S. It was approved Tuesday night (Wednesday morning in Lisbon) with bipartisan support in the House of Representatives of Congress.
Portuguese-speaking congressman Jim Costa, who co-sponsored the legislation introduced by Democrat David Cicilline at the start of the legislative session in January, called on members of the United States Senate to follow the example of the House of Representatives.
“I now ask the Senate to join the House and adopt this common-sense legislation that will bring shared prosperity to our two great countries,” Jim Costa said in a statement.
Bill H.R. 565, “Advancing Mutual Interests and Growing Our Success” (AMIGOS) Act, frames the access of the Portuguese to E-1 and E-2 visas, reserved for people who want to enter the United States for significant trade or investment.
“This bipartisan proposal will not only help to create more American jobs and increase investment in the country but will also further strengthen the ties between the United States and Portugal – one of our oldest allies,” he said.

Costa, who is co-chair of the Luso-American Caucus of Congress, was re-elected in 2018 as a representative of the 16th district of California, a region of the São Joaquim valley where there is a significant Luso-American community.
The Democrat was a signatory to the FRIENDS Act alongside the also Portuguese-speaking Devin Nunes, who represents California’s 22nd district by the Republican Party.
The proposal had been approved by the Judiciary Commission in late October and went to the House of Representatives with a request for speed made by David Cicilline, the Democrat who represents the 1st district of Rhode Island and leads the legislation.
It now reaches the Senate at the hands of Senators Sheldon Whitehouse, a Democrat elected by Rhode Island, and Pat Toomey, a Republican elected by Pennsylvania. If approved again, it will be sent to President Donald Trump for promulgation.
In a statement, David Cicilline said the opening of visas to the Portuguese will facilitate business exchanges between Portugal and the United States and praised the role of the Portuguese-Americans and the Portuguese in the state of Rhode Island.
“This legislation will break the barriers that currently limit Portuguese investments in business and American projects,” said the congressman, underlining “the strong relationship” between the two countries.

The E-1 and E-2 visas are already available for other European countries and the intention is to integrate Portugal in this lot, taking into account the volume of exchanges between Portuguese and American companies, which exceed four billion dollars annually.
A first version of the AMIGOS Act had been introduced in the previous legislative session but was not voted on.
The text of the legislation, which was again introduced on 15 January 2019, states that the opening of the E-1 and E-2 to the Portuguese will be made on the condition that the Portuguese Government offers the same nonimmigrant status to US citizens who wish to make this type of investment in Portugal.
In addition to Jim Costa and Devin Nunes, the proposal had the support of the House of Representatives of TJ Cox, who defeated the Portuguese descendant David Valadão in the 21st district of California in 2018, Ro Khanna (17th district of California), Zoe Lofgren (19th district of California), Bill Keating (9th district of Massachusetts) and Sheila Jackson Lee (18th district of Texas).

Câmara dos Representantes dos EUA aprova visto de negócios para portugueses
Los Angeles, Estados Unidos, 04 dez 2019 (Lusa) – A legislação conhecida como “AMIGOS Act”, que abre duas categorias de vistos de negócios a portugueses nos EUA, foi aprovada terça-feira à noite (quarta-feira em Lisboa) com apoio bipartidário na Câmara dos Representantes do Congresso.
O congressista lusodescendente Jim Costa, que copatrocinou a legislação introduzida pelo democrata David Cicilline no início da sessão legislativa, em janeiro, apelou aos membros do Senado dos Estados Unidos que sigam o exemplo da Câmara dos Representantes.
“Peço agora ao Senado que se junte à Câmara e adote esta legislação de senso comum que trará prosperidade partilhada aos nossos dois grandes países”, afirmou Jim Costa, em comunicado.
A proposta de lei H.R. 565, “Advancing Mutual Interests and Growing Our Success” (AMIGOS) Act, enquadra o acesso dos portugueses aos vistos E-1 e E-2, reservados para pessoas que queiram entrar nos Estados Unidos para trocas comerciais ou investimentos significativos.
“Esta proposta bipartidária não só ajudará a criar mais empregos americanos e aumentar o investimento no país, mas também irá fortalecer ainda mais os laços entre os Estados Unidos e Portugal – um dos nossos aliados mais antigos”, considerou o congressista.
Costa, que é copresidente do Caucus Luso-Americano do Congresso, foi reeleito em 2018 como representante do 16.º distrito da Califórnia, uma região do vale de São Joaquim onde há uma comunidade luso-americana expressiva.
O democrata foi cossignatário do AMIGOS Act ao lado do também lusodescendente Devin Nunes, que representa o 22.º distrito da Califórnia pelo Partido Republicano.
A proposta tinha sido aprovada pela Comissão Judiciária no final de outubro e seguiu para a Câmara dos Representantes com um pedido de celeridade feito por David Cicilline, o democrata que representa o 1.º distrito de Rhode Island e lidera a legislação.
Chega agora ao Senado pelas mãos dos senadores Sheldon Whitehouse, democrata eleito por Rhode Island, e Pat Toomey, republicano eleito pela Pensilvânia. Se for novamente aprovada, será enviada ao Presidente Donald Trump para promulgação.
Em comunicado, David Cicilline referiu que a abertura dos vistos aos portugueses irá facilitar as trocas de negócios entre Portugal e Estados Unidos e elogiou o papel dos luso-americanos e portugueses no estado de Rhode Island.
“Esta legislação vai quebrar as barreiras que atualmente limitam os investimentos portugueses nos negócios e projetos americanos”, afirmou o congressista, sublinhando “o forte relacionamento” entre os dois países.

Os vistos E-1 e E-2 já estão disponíveis para outros países europeus e a intenção é integrar Portugal nesse lote, tendo em conta o volume de trocas entre empresas portuguesas e norte-americanas, que ultrapassam os quatro mil milhões de dólares anuais.
Uma primeira versão do AMIGOS Act tinha sido introduzida na sessão legislativa anterior, mas não chegou a ser votada.
No texto da legislação, que foi novamente introduzida a 15 de janeiro de 2019, explicita-se que a abertura do E-1 e E-2 aos portugueses será feita com a condição de o Governo português oferecer o mesmo estatuto não-imigrante a cidadãos norte-americanos que queiram fazer este tipo de investimentos em Portugal.
Além de Jim Costa e Devin Nunes, a proposta teve o apoio na Câmara dos Representantes de TJ Cox, que derrotou o lusodescendente David Valadão no 21.º distrito da Califórnia em 2018, Ro Khanna (17.º distrito da Califórnia), Zoe Lofgren (19.º distrito da Califórnia), Bill Keating (9.º distrito de Massachusetts) e Sheila Jackson Lee (18.º distrito do Texas).
