Los Angeles, 27 Oct 2019 – The Judiciary Commission of the House of Representatives of the U.S. Congress approved the legislation called “AMIGOS Act”, which formalizes the opening of two categories of business visas for Portuguese citizens in the United States.
According to the office of Congressman David Cicilline, a Democrat who represents the 1st district of Rhode Island, proposed law H.R. 565 was approved by the Judiciary Commission with unanimous bipartisan support, which considerably raises the prospect of approval in the following stages, told Lusa.
“This proposal will make it easier for our two countries to conduct business with each other and improve the strong relationship they already have,” David Cicilline said in a statement after the approval, highlighting the “vibrant Portuguese community” of the state he represents, Rhode Island.
The proposed AMIGOS Act, an acronym for “Advancing Mutual Interests and Growing Our Success” Act, will now be passed to the House of Representatives, where “the congressman will request a vote as soon as possible, taking into account the bipartisan support of the legislation,” explained Cicilline’s office.
If the vote is also successful, the proposal will proceed to the Senate and, if approved, will be sent for promulgation by President Donald Trump.
The legislation gives Portuguese citizens access to E-1 and E-2 visas, reserved for those who want to enter the United States for significant trade or investment.
These business visas are already available for other European countries and the intention is to integrate Portugal into that lot, taking into account the volume of trade between Portuguese and US companies, which exceeds four billion dollars annually.
E-1 and E-2 can be extended from investors and companies to their employees, which extends a potential that is not currently available to the Portuguese.
This version of the AMIGOS Act, a proposal that had already been introduced in the previous legislative session, but had not been voted, is led by David Cicilline and has the Portuguese descendants Jim Costa (Democrat, 16th district of California) and Devin Nunes (Republican, 22nd district of California) as co-signatories.

The text of the legislation, which was again introduced on January 15, 2019, makes clear that the opening of the E-1 and E-2 to the Portuguese will be made on condition that the Portuguese government offers the same nonimmigrant status to U.S. citizens who want to make this type of investment in Portugal.
The congressman who defeated Portuguese-descendant David Valadao in California’s 21st district in 2018, TJ Cox, joined as a supporter of the bill, as did Ro Khanna (17th district of California), Zoe Lofgren (19th district of California), Bill Keating (9th district of Massachusetts) and Sheila Jackson Lee (18th district of Texas).
When he introduced the new version of the proposal in January, David Cicilline justified the effort to pass the legislation with the importance of relations between the two countries: “The United States has no better friend than Portugal,” he said.

Comissão Judiciária aprova visto de negócios para portugueses nos EUA
Los Angeles, 27 out 2019 (Lusa) – A Comissão Judiciária da Câmara dos Representantes do congresso norte-americano aprovou a legislação designada “AMIGOS Act”, que formaliza a abertura de duas categorias de vistos de negócios para cidadãos portugueses nos Estados Unidos.
Segundo disse à Lusa o gabinete do congressista David Cicilline, democrata que representa o 1.º distrito de Rhode Island, a proposta de lei H.R. 565 foi aprovada na Comissão Judiciária com apoio bipartidário unânime, o que eleva de forma considerável a perspetiva de aprovação nas fases seguintes.
“Esta proposta vai tornar mais fácil para os nossos dois países conduzirem negócios entre si e melhorarem o forte relacionamento que já têm”, disse David Cicilline em comunicado, após a aprovação, salientando a “vibrante comunidade portuguesa” do Estado que representa, Rhode Island.
A proposta AMIGOS Act, acrónimo de “Advancing Mutual Interests and Growing Our Success” Act, passará agora para a Câmara dos Representantes, onde “o congressista irá pedir uma votação o mais cedo possível, tendo em conta o apoio bipartidário da legislação”, explicou o gabinete de Cicilline.
Se a votação também for bem-sucedida, a proposta seguirá para o Senado e daí, caso seja aprovada, será enviada para promulgação pelo Presidente, Donald Trump.
A legislação dá aos cidadãos portugueses acesso aos vistos E-1 e E-2, reservados para quem queira entrar nos Estados Unidos para trocas comerciais ou investimentos significativos.
Estes vistos de negócio já estão disponíveis para outros países europeus e a intenção é integrar Portugal nesse lote, tendo em conta o volume de trocas entre empresas portuguesas e norte-americanas, que ultrapassam os quatro mil milhões de dólares anuais.
O E-1 e o E-2 podem estender-se dos investidores e empresas aos seus empregados, o que alarga um potencial que hoje não está ao alcance dos portugueses.
Esta versão do AMIGOS Act, proposta que já tinha sido introduzida na sessão legislativa anterior, mas não chegara a ser votada, é liderada por David Cicilline e tem os lusodescendentes Jim Costa (democrata, 16º distrito da Califórnia) e Devin Nunes (republicano, 22º distrito da Califórnia) como cossignatários.

O texto da legislação, que foi novamente introduzida a 15 de janeiro de 2019, explicita que a abertura do E-1 e E-2 aos portugueses será feita com a condição de o governo português oferecer o mesmo estatuto não-imigrante a cidadãos norte-americanos que queiram fazer este tipo de investimentos em Portugal.
O congressista que derrotou o lusodescendente David Valadão no 21.º distrito da Califórnia em 2018, TJ Cox, juntou-se como apoiante da proposta de lei, assim como Ro Khanna (17.º distrito da Califórnia), Zoe Lofgren (19.º distrito da Califórnia), Bill Keating (9.º distrito de Massachusetts) e Sheila Jackson Lee (18.º distrito do Texas).
Quando introduziu a nova versão da proposta, em janeiro, David Cicilline justificou o esforço de passar a legislação com a importância das relações entre os dois países: “Os Estados Unidos não têm melhor amigo que Portugal”, disse.
