Los Angeles, May 14, 2019 (Lusa) – The teaching of Portuguese in elementary and secondary education in the United States has had a “very significant increase” since 2015, said the Secretary of State for Portuguese Communities, José Luís Carneiro, during his visit to California.
The number of students speaking Portuguese at these levels of education is now 18,638, an increase of about 3,000 students in relation to the 2015/2016 school year.
The Secretary of State attributed the growth to a “set of efforts” that includes the recognition of Portuguese as a strategic language by the US federal administration and the agreements signed by the Camões Institute with community schools, public schools, and universities.
The agreements “have made it possible to strengthen the logistic conditions in didactic-pedagogical terms for the teaching of the Portuguese language,” the secretary of state told Lusa, referring to the provision of school textbooks and certification exams for language proficiency.
The numbers indicate that there are 406 teachers teaching Portuguese at the elementary and high school level in a total of 648 courses, in 176 schools, including 16 universities who are teaching Portuguese at the higher education level.
José Luís Carneiro started his journey in São Francisco and heads to Hilmar, in the São Joaquim valley, where he will meet with Portuguese teachers from one of the regions with the highest density of Luso-American population in the State.
In March, the government appointed, for the first time, an adjunct-coordinator of Portuguese language for California, Duarte Pinheiro, who is working closely with, João Caixinha, the coordinator in Boston.
The decision was a response to the increased demand for Portuguese language education, and also the recognition of California’s student deficit, given the size of the Portuguese-American community.
“This is a big state and the dispersion of the community hinders the effectiveness to response,” said the official, referring to the adjunct-coordinator appointment which aims to reinforce strategies that encourage the teaching of Portuguese.
“It was necessary to give other efficiency to support the work of the schools, and to the coordination of the efforts developed by the associative movement, parents and students associations,” explained José Luís Carneiro.
The priority of the Secretary of State’s visit to the West Coast is to visit schools where the Portuguese language is teaching, namely Elim High School and San José High School.
“Let us now visit these schools, dialogue with the education coordinator and the consul general, listen to our honorary consuls, and verify the terms in which we can improve this coordination work,” said the minister.
California is the state with the largest Portuguese-American community in the country, with more than 346,000 people, and it has about 2,200 students learning Portuguese in schools, which is disproportionate to the potential student base – despite 18% compared to the previous school year.

The strategy with most results is the introduction of learning Portuguese in preschool, starting with children from the age of three.
“We have managed to ensure that from the pre-school to the secondary there is a continuity in teaching and learning models,” he said, referencing that this makes the language “increasingly appealing” to families, “because they feel there is no interruption between the different levels of education.”
José Luís Carneiro’s visit to the United States also aims to promote the 3,500 that exist in the higher education in Portugal, which are dedicated to Portuguese and Portuguese descendants abroad, through the Special Contingent for Portuguese and Family Emigrant Candidates.

Los Angeles, 14 mai 2019 (Lusa) – O ensino de português no ensino básico e secundário dos Estados Unidos teve um “aumento muito significativo” desde 2015, disse hoje o secretário de Estado das Comunidades Portuguesas, José Luís Carneiro, em visita à Califórnia.
O número de estudantes de língua portuguesa nestes níveis de ensino é agora de 18.638, mais cerca de três mil alunos em relação ao ano letivo 2015/2016.
O governante atribuiu o crescimento a um “conjunto de esforços” que inclui o reconhecimento do português como língua estratégica pela administração federal norte-americana e os acordos celebrados pelo Instituto Camões com escolas comunitárias, escolas públicas e universidades.
Os acordos “têm permitido reforçar as condições logísticas em termos didático-pedagógicos para o ensino da língua portuguesa”, disse à Lusa o secretário de Estado, referindo a oferta dos manuais escolares e a realização de exames de certificação de proficiência linguística.
As contas indicam que há 406 professores a ensinar língua portuguesa no ensino básico e no secundário e 648 cursos em 176 escolas, havendo 16 universidades a lecionar português no nível de ensino superior.
José Luís Carneiro inicia o roteiro em São Francisco e segue para Hilmar, no vale de São Joaquim, onde irá reunir-se com professores de português de uma das regiões com maior densidade de população luso-americana do Estado.
Em março, o governo nomeou pela primeira vez um coordenador-adjunto de ensino de português para a Califórnia, Duarte Pinheiro, que está a trabalhar em concertação com o coordenador João Caixinha, em Boston.
A decisão foi uma resposta ao aumento da procura pelo ensino de língua portuguesa, mas também um reconhecimento do défice de alunos na Califórnia, face à dimensão da comunidade luso-americana.
“Trata-se de um grande Estado e a dispersão da comunidade dificulta a eficácia na resposta”, disse o governante, referindo que a nomeação pretende reforçar as estratégias de incentivo ao ensino de português.
“Era necessário dar outra eficácia ao trabalho de apoio às escolas e à coordenação dos esforços desenvolvidos pelo movimento associativo, associações de pais e alunos”, explicou José Luís Carneiro.
A prioridade da visita do secretário de Estado à costa Oeste é a ida a escolas onde existe ensino de língua portuguesa, nomeadamente a Elim High School e a San José High School.
“Vamos agora visitar essas escolas, dialogar com o coordenador do ensino e a cônsul-geral, ouvir os nossos cônsules honorários e verificar os termos em que poderemos aperfeiçoar esse trabalho de coordenação”, adiantou o governante.
A Califórnia é o Estado com a maior comunidade luso-americana do país, mais de 346 mil pessoas, e tem 2200 alunos a aprender língua portuguesa nas escolas, o que é desproporcional em relação à base de alunos potenciais – apesar de constituir um aumento de 18% face ao ano letivo anterior.
A estratégia que tem resultado é a introdução da aprendizagem de português no pré-escolar, com crianças a partir dos três anos.
“Conseguimos garantir que do pré-escolar ao secundário haja uma continuidade nos modelos de ensino e de aprendizagem”, disse o responsável, referindo que isso torna a língua “cada vez mais apelativa” para as famílias, “porque sentem que não há interrupção entre os diversos níveis de ensino”.
A visita de José Luís Carneiro aos Estados Unidos tem também o objetivo de promover as 3500 vagas que existem no ensino superior para portugueses e lusodescendentes no estrangeiro, através do Contigente Especial para Candidatos Emigrantes Portugueses e Familiares.
