United Nations, Feb 22, 2022 (Lusa) – The principles of the “United Nations Charter are not an ‘à la carte menu'” and Russia must “apply them all” in relation to Ukraine, UN Secretary-General António Guterres said today, criticizing the Kremlin’s position.
“They [the principles of the Charter] cannot be applied selectively. All member states have accepted them and all must apply them,” Guterres insisted, reaffirming that Moscow’s recognition of the “so-called independence” of Ukraine’s separatist regions, Donetsk and Lugansk, is “a violation of the territorial integrity and sovereignty of Ukraine.”
In a strong speech, the UN Secretary-General also said that “when troops from one country enter the territory of another country without its consent, they cannot be considered impartial peacekeepers,” and as such “are not peacekeepers,” an expression used by Russian President Vladimir Putin to justify Russian military intervention in the separatist “republics.”
“Let me be clear: the decision of the Russian Federation to recognize the so-called ‘independence’ of certain areas of the Donetsk and Lugansk regions is a violation of the territorial integrity and sovereignty of Ukraine,” he stressed.

Nações Unidas, 22 fev 2022 (Lusa) – Os princípios da “Carta das Nações Unidas não são um ‘menu à la carte’” e a Rússia deve “aplicá-los todos” em relação à Ucrânia, afirmou hoje o secretário-geral da ONU, António Guterres, criticando a posição do Kremlin.
“Não podem ser aplicados [os princípios da Carta] de forma seletiva. Todos os Estados-membros aceitaram-nos e todos devem aplicá-los”, insistiu Guterres, reafirmando que o reconhecimento por Moscovo da “dita independência” das regiões separatistas ucranianas, Donetsk e Lugansk, é “uma violação da integridade territorial e soberania da Ucrânia”.
Num discurso forte, o secretário-geral da ONU disse ainda que “quando as tropas de um país entram no território de outro país sem o seu consentimento, não podem ser consideradas forças de paz imparciais”, e como tal “não são forças de manutenção da paz”, expressão usada pelo Presidente russo Vladimir Putin para justificar uma intervenção militar russa nas “repúblicas” separatistas.
“Deixem-me ser claro: a decisão da Federação Russa de reconhecer a chamada ‘independência’ de certas áreas das regiões de Donetsk e Lugansk é uma violação da integridade territorial e soberania da Ucrânia”, frisou.
