Los Angeles, May 14, 2019 (Lusa) – The Portuguese Secretary of State for the Portuguese Communities, José Luís Carneiro, is starting a visit to California where he will promote the 3,500 places for Portuguese-Americans that will be available in Portuguese higher education next year.
The government delegation intends to draw attention to a program that had only 350 applications in the last academic year, one-tenth of the total quota allocated and aimes specifically the Portuguese and their relatives living abroad.
“We are holding briefings on the Study & Research in Portugal program, which we have already done in Europe and now we are doing in the United States,” the official told Lusa.
The briefing will take place on Wednesday at the São José High School, where a large part of the Portuguese community is concentrated and where the only museum dedicated exclusively to the history of Portugal and Portuguese-Americans was created.
José Luís Carneiro stressed that “there are very objective reasons” for luso-descendents students to take advantage of the quota established by the Directorate General of Higher Education, namely the difference in costs between Portugal and the United States.
“In the case of accredited educational institutions whose quality is certified by European Union institutions, they have annual fees of around 800 euros,” said the official, referring to Portugal.
In the United States, “students pay 50, 60, and up to $ 70,000 a year” to attend a college degree in equivalent institutions.
“It is a route that has not been used much by the Portuguese abroad and we would like it to be,” added the Secretary of State.
For the minister, it is necessary to increase “the dissemination of this contingent destined to emigrants and children of emigrants in Portuguese, public and private higher education institutions, university and polytechnics”.

In order to apply, students must prove the family connection to a Portuguese , being the “spouse, relative or relative in any degree of the direct line and up to the third degree of the collateral line that has resided with him” , indicates the DGES in describing the conditions of the Special Contingent for Portuguese and Family Emigrant Candidates who reside with them.
Proof of secondary education or equivalent is also required.
Applications are due to open in July and will be available until August, with dates that will be posted on the website of the Directorate-General for Higher Education and the Portuguese Communities website.

Governo promove vagas para luso-americanos no ensino superior em visita à Califórnia
Los Angeles, 14 mai 2019 (Lusa) – O secretário de Estado das Comunidades Portuguesas, José Luís Carneiro, inicia hoje uma visita à Califórnia onde irá promover as 3500 vagas para luso-americanos que estarão disponíveis no ensino superior português no próximo ano letivo.
A comitiva do governo pretende chamar a atenção para um programa que teve apenas 350 candidaturas no último ano letivo, um décimo da quota total atribuída e é dirigido especificamente a portugueses e familiares de portugueses a residir no estrangeiro.
“Estamos a realizar sessões de esclarecimento sobre o programa “Study & Research in Portugal”, que já fizemos na Europa e agora estamos a fazer nos Estados Unidos”, disse à Lusa o governante.
A sessão informativa vai decorrer quarta-feira na escola secundária de São José, cidade onde está concentrada uma grande parte da comunidade portuguesa e onde foi criado o único museu exclusivamente dedicado à história de Portugal e luso-americanos.
José Luís Carneiro frisou que “há razões muito objetivas” para que os estudantes lusodescendentes aproveitem a quota estabelecida pela Direção-Geral do Ensino Superior, nomeadamente a diferença de custos entre Portugal e os Estados Unidos.
“Tratando-se de instituições de ensino acreditadas e cuja qualidade está certificada por instituições da União Europeia, têm propinas anuais que andam na ordem dos 800 euros”, disse o governante, referindo-se a Portugal.
Nos Estados Unidos, “os alunos pagam 50, 60 e até 70 mil dólares por ano” para frequentarem um curso superior em instituições equivalentes.
“É uma via que não tem sido muito utilizada pelos portugueses no estrangeiro e gostaríamos que fosse”, acrescentou o secretário de Estado.
Para o governante, é necessária maior “divulgação deste contingente destinado a emigrantes e filhos de emigrantes nas instituições de ensino superior portuguesas, públicas e privadas, universitárias e politécnicas”.
Para se candidatarem, os estudantes têm de fazer prova da ligação familiar a um emigrante português, podendo ser o “cônjuge, o parente ou afim em qualquer grau da linha direta e até ao 3.º grau da linha colateral que com ele tenha residido”, indica a DGES na descrição das condições do Contigente Especial para Candidatos Emigrantes Portugueses e Familiares que com eles residam.

As candidaturas deverão abrir em julho e estarão disponíveis até agosto, com datas que serão afixadas no site da Direção-Geral do Ensino Superior e no portal das Comunidades Portuguesas.
