New York, May 10, 2019 (Lusa) – The Portuguese Secretary of State for the Portuguese Communities, José Luís Carneiro, today proposed a cooperation agreement to the authorities of New York City so that Portuguese communities can use more public spaces to carry out activities.
The Portuguese official began a week-long visit to the United States of America, adding that, like other agreements with municipalities in Germany, Australia, Brazil, Canada and France, the objective is “to open institutions”, and municipal sporting, cultural, recreational, and civic associations, “to similar manifestations of the Portuguese” living in New York.
Speaking to Lusa, José Luís Carneiro said that an international prize for the integration of Portuguese immigrants will be created in the cities that have cooperation agreements with Portugal.
“When we have this network of cities and municipalities established, we would like to be able to launch a prize to signal, to value the best practices of integration of Portuguese migrants in their institutions,” said José Luís Carneiro.
The proposal, advanced today at a meeting with the Office of International Affairs of the City Council of New York, is based on establishing a cooperation protocol or memorandum of understanding and pursues the “attempt to develop city diplomacy.”
According to the Secretary of State for Portuguese Communities, the experience is wide, after many photography, painting, conferences, seminars and the use of sports or school equipment for the activity of Portuguese communities.
According to the official, there is “an understanding that the diasporas, and therefore the migrant citizens are a factor of understanding, peace, development and international affirmation” of Portugal in the world.
With these cooperation agreements, Portugal intends to convey a message that “local democratic powers and cities, the polis, constitute the most important space of discovery, understanding and integration and incorporation of the citizenship of universal values.”
José Luís Carneiro emphasized the importance of an agreement for cooperation, with New York being one of the most cosmopolitan and diversified ethnic, religious, racial, gender equality and peace culture cities and a city that “seeks to integrate this diversity with a fundamental code of values ”.
The Secretary of State is in the United States until May 16 to promote the teaching of Portuguese in American schools and the defense of interests of Portugal in the United States

The agenda includes meetings with leaders in federal, state, or local government in the United States, meetings with Portuguese associations and communities in the states of New York, New Jersey, Connecticut, Massachusetts, and California.
The meetings with associations take place after the financial support of the Portuguese State to the representative institutions and emigrants has been approved.
Data provided by the Ministry of Foreign Affairs to Lusa indicate that the majority of Portuguese immigrants in the United States settle in the states of California (25%) and Massachusetts (20%).
Rhode Island receives 7% of Portuguese immigrants, Florida, and New Jersey are host states for 6% of the Portuguese (each) while New York, Connecticut, and Hawaii comprise 4% of the emigrants each.
Regarding activities carried out by the Portuguese in the United States, data from the US authorities indicate that the main employer sectors belong to the areas of education, health and social services (23.4%), commerce and retail (11.1%), manufacturing (9.3%), hotels and restaurants (9.1%), construction (8%) and financial, insurance and furniture markets (6.9%).

Governo português propõe acordo de cooperação com Nova Iorque
Nova Iorque, 10 mai 2019 (Lusa) – O secretário de Estado das Comunidades Portuguesas, José Luís Carneiro, propôs hoje um acordo de cooperação às autoridades da cidade de Nova Iorque, para que as comunidades portuguesas possam utilizar mais espaços públicos para a realização de atividades.
O governante português iniciou hoje uma visita de uma semana aos Estados Unidos da América, tendo acrescentado, em declarações à Lusa, que à semelhança de outros acordos feitos com municípios na Alemanha, Austrália, Brasil, Canadá e França, o objetivo é “abrir as instituições”, e associações municipais desportivas, culturais, recreativas e cívicas, “às manifestações de igual natureza dos portugueses” que vivem em Nova Iorque.
Em declarações à Lusa, José Luís Carneiro avançou que será criado um prémio internacional de integração de imigrantes portugueses, no âmbito das cidades que mantêm acordos de cooperação com Portugal.
“Quando tivermos esta rede de cidades e de municípios estabelecida, gostaríamos de poder lançar um prémio para sinalizar, para valorizar as melhores práticas de integração dos migrantes portugueses nas suas instituições”, disse José Luís Carneiro.
A proposta, avançada hoje numa reunião com o gabinete de Assuntos Internacionais do Conselho da Cidade de Nova Iorque, baseia-se em estabelecer um protocolo de cooperação ou memorando de entendimento e persegue a “tentativa de desenvolvimento de uma diplomacia de cidades”.
A experiência já é vasta, segundo o secretário de Estado das Comunidades Portuguesas, depois de terem sido realizadas muitas exposições de fotografia, pintura, conferências, seminários e na utilização de equipamentos desportivos ou escolares para atividade das comunidades portuguesas.
Para o governante, há “um entendimento de que as diásporas, e portanto, os cidadãos migrantes são um fator de compreensão, de paz, desenvolvimento e afirmação internacional” de Portugal no mundo.
Com estes acordos de cooperação, Portugal pretende passar uma mensagem de que “os poderes locais democráticos e as cidades, a pólis, constitui o mais importante espaço de descoberta, de compreensão e de integração e incorporação da cidadania dos valores universais”.
José Luís Carneiro sublinhou a importância de um acordo para a cooperação, sendo Nova Iorque uma das cidades mais cosmopolitas e diversificadas do ponto de vista étnico, religioso, racial, de igualdade de género e cultura da paz e uma cidade que “procura integrar essa diversidade com um código de valores fundamental”.
O secretário de Estado encontra-se nos Estados Unidos até 16 de maio para promover o ensino do português nas escolas norte-americanas e a defesa de interesses de Portugal nos Estados Unidos
A agenda inclui encontros com lusodescendentes em cargos federais, estaduais ou autárquicos nos EUA, o encontro com associações portuguesas e comunidades nos Estados de Nova Iorque, Nova Jérsia, Connecticut, Massachusetts e Califórnia.
Os encontros com associações acontecem depois de terem sido aprovados apoios financeiros do Estado português às instituições de representação e emigrantes.
Dados facultados pelo Ministério dos Negócios Estrangeiros à Lusa indicam que a maior parte dos portugueses imigrados nos Estados Unidos estabelecem-se nos estados da Califórnia (25%) e Massachusetts (20%).
Rhode Island recebe 7% dos imigrantes portugueses, Florida e Nova Jérsia são Estados anfitriões para 6% dos portugueses (cada) enquanto Nova Iorque, Connecticut e Hawaii englobam 4% dos emigrantes cada.
No que respeita as atividades desenvolvidas pelos portugueses nos Estados Unidos, dados daa autoridades norte-americanas indicam que os principais setores empregadores pertencem às áreas dos serviços de educação, saúde e assistência social (23,4%), comércio e retalho (11,1%), manufatura (9,3%), hotelaria e restauração (9,1%), construção civil (8%) e setor financeiro, de seguros e mercado mobiliário (6,9%).
