The Coordination of Portuguese Teaching in the United States of America (CEPE-USA) in conjunction with Camões – Instituto de Cooperação e da Língua, IP, with the Portuguese Embassy, with the diplomatic and consular network in the USA and with the competent services the American Councils for International Education and the College Board, reports that:
The Advanced Placement (AP) program of the College Board recognizes NEWL (National Examinations in World Languages) examinations, developed by the American Councils for International Education, including for counting credits in access to higher education and recommends them to all associated educational establishments;
The NEWL exams, which will take place in 2017, will cover, for the first time, the Portuguese Language;
To be able to take the exam in 2017, students must attend grade 9 or be at least 14 years of age, completed before September 1, 2016.
The exam will take place on April 28 at the national level and is carried out. Registration must be made until March 31, at the examination centers in the schools approved by NEWL. The exam will include the various variants of global Portuguese (PE, PB, and PA) and will evaluate students’ competencies in the following components:
Reading Comprehension (60 minutes)
Listening Comprehension (45 minutes)
Presentational Writing (30 minutes)
Interpersonal Listening / Speaking (30 minutes)
The test has a total duration of 3 hours, comprising a 15-minute interval between the first two components and the last two.
As for proficiency levels, NEWL exams follow the guidelines of the American Council of Teachers of Foreign Languages (ACTFL) and lie between the Novice High and Intermediate High levels. Bearing in mind the correlation between QECR / QUArepe proficiency levels and ACTFL levels, it is concluded that NEWL exams are between levels A1 and B1.

The final score obtained – on a 5-point scale, comparable to College Board AP® levels – results from a weighting that takes into account the evaluation of oral and written expression and results in the response to multiple-choice questions on the computer.

The cost of the exam – $ 93 – is the same as the AP program of the College Board, practicing in the USA. Students, whose parents have lower incomes, as long as this is proven by the school, pay a lower value – $ 53. Of this amount, 9 dollars (when the applied rate is of 93 dollars) revert in favor of the examination center of the school; in case the student benefits from the reduction to $ 53, the school receives $ 4;
The American Councils for International Education (AC) sends (by mid-July), to the students who took the exam, reports with scores obtained, denominated – Scores on high schools transcripts.
This student report will include a certificate with the final results obtained in the exam.
For students applying for higher education, the CA directly sends the certificates to the academic services of higher education institutions, provided that the educational institution is part of the (extensive) list of institutions that are part of the College Board network

If the student intends to apply to more than one higher education institution, he may request the CA to issue as many reports as he wishes. The first request is free, the following requests are subject to the payment of an amount that currently amounts to $ 15, and requests urgently require payment of $ 32. If the student intends to continue his studies in Portuguese in higher education, the score in the NEWL exam is, in principle, taken into account in the decision on the level in which he is placed, based on the table below, where 5 reflects the highest level of proficiency (note that the report includes intermediate levels – eg 4,5 – for each of the above domains):

The above table is, however, of a purely indicative nature, not calling into question the ultimate freedom of decision of each faculty or university.
Educational institutions interested in setting up NEWL examination centers should complete the application form and send it to NEWL by e-mail to: NEWL@americancouncils.org.
The establishment that sees its process of creation of an examination center, approved by the NEWL, can welcome students from other establishments in which they do not exist or have not been authorized;
Educational establishments must provide the human, technological and IT resources for the online examination, namely a computer technician or lecturer, rooms equipped with computers connected to the Internet (Computer Labs) and have the following software equipment: Windows or Mac OSX, Internet Explorer, Chrome, Firefox or Safari, among others;
This way allows the knowledge of Portuguese in the US to be recognized as a curricular element by guaranteeing the possibility of additional credits, both in secondary education and in access to higher education, counting, therefore, with the guarantee of the most prestigious American entities in this matter , namely the American Councils for International Education and the College Board (Advanced Placement Program).

A Coordenação do Ensino de Português nos Estados Unidos da América (CEPE-EUA) em articulação com o Camões – Instituto da Cooperação e da Língua, I.P., com a Embaixada de Portugal, com a rede diplomática e consular nos EUA e com os serviços competentes do American Councils for International Education e do College Board, informa que:
O programa de Advanced Placement (AP) do College Board, reconhece os exames do NEWL (National Examinations in World Languages), desenvolvidos pelo American Councils for International Education, incluindo para efeitos de contagem de créditos no acesso ao ensino superior e recomenda-os a todos os estabelecimentos de ensino associados;
Os exames NEWL, que terão lugar em 2017, abrangerão, pela primeira vez, a Língua Portuguesa;
Para poderem realizar o exame em 2017, os alunos devem frequentar o grade 9 ou ter pelo menos 14 anos de idade, concluídos antes de 1 de setembro de 2016:
O exame terá lugar no dia 28 de abril, a nível nacional e é realizado A inscrição terá que ser feita até 31 de março, junto dos centros de exames nos estabelecimentos de ensino aprovados pela NEWL. O exame incluirá as diversas variantes do Português global (PE, PB e PA) e avaliará as competências dos alunos, nas seguintes componentes:
Reading Comprehension (60 minutes)
Listening Comprehension (45 minutes)
Presentational Writing (30 minutes)
Interpersonal Listening/Speaking (30 minutes)
A prova tem uma duração total de 3 horas, compreendendo um intervalo de 15 minutos entre as duas primeiras componentes e as duas últimas.
Quanto aos níveis de proficiência, os exames NEWL seguem as orientações da American Council of Teachers of Foreign Languages (ACTFL), e situam-se entre os níveis Novice High e Intermediate High. Tendo presente a correlação entre os níveis de proficiência do QECR/QUArepe e os níveis da ACTFL, conclui-se que os exames da NEWL se situam entre os níveis A1 e B1.

A pontuação final obtida – numa escala de 5 pontos, comparável aos níveis AP® do College Board – resulta de uma ponderação que leva em conta a avaliação sobre a expressão oral e escrita e os resultados na resposta às perguntas de escolha múltipla, realizadas no computador.

O custo do exame – 93 dólares – é igual ao dos que o programa AP, do College Board, pratica, nos EUA. Os alunos, cujos pais têm rendimentos mais baixos, desde que tal seja comprovado pela escola, pagam um valor mais reduzido – 53 dólares. Deste montante, 9 dólares (quando a taxa aplicada for de 93 dólares) revertem a favor do centro de exames da escola; no caso em que o aluno beneficia da redução para 53 dólares, a escola recebe 4 dólares;
O American Councils for International Education (AC) envia (em meados de julho), aos alunos que realizaram o exame, relatórios com a pontuação obtida, denominados – Scores on high schools transcripts.
Esse relatório do aluno incluirá um certificado com os resultados finais obtidos no exame.
Para os alunos que se candidatam ao ensino superior, o AC envia diretamente os certificados para os serviços académicos das instituições de ensino superior, desde que a instituição de ensino faça parte da (extensa) lista de instituições que integram a rede do College Board

Se o estudante pretender candidatar-se a mais de um estabelecimento de ensino superior, pode solicitar à AC a emissão de quantos relatórios desejar. O primeiro pedido é gratuito, os seguintes pedidos estão sujeitos ao pagamento de uma importância que se cifra atualmente em 15 dólares, sendo que os pedidos com caráter urgente requerem o pagamento de 32 dólares. Qualquer dos pedidos é processado através do preenchimento de um formulário específico da AC, a que pode ter acesso através do link: https://www.americancouncils.org/services/testing-and-assessment/newl/forms.
Caso o aluno pretenda prosseguir os seus estudos em Português, no ensino superior, a pontuação no exame NEWL é, em princípio, levada em conta na decisão sobre o nível em que é colocado, com base na tabela abaixo, em que 5 reflete o maior nível de proficiência (note-se que o relatório inclui níveis intermédios – e.g. 4,5 – para cada um dos domínios supracitados):

Os estabelecimentos de ensino interessados em criar centros de exame NEWL deverão preencher o formulário de candidatura e enviá-lo à NEWL, por correio eletrónico para: NEWL@americancouncils.org. O estabelecimento que vir o seu processo de criação de um centro de exames, aprovado pelo NEWL, pode acolher alunos oriundos de outros estabelecimentos em que estes não existam, ou não tenham sido autorizados;
Os estabelecimentos de ensino têm de facilitar os recursos humanos, tecnológicos e informáticos para a realização do exame online, nomeadamente um técnico ou professor de informática, salas equipadas com computadores ligados à internet (Computer Labs) e que possuam o seguinte equipamento software: Windows ou Mac OSX, Internet Explorer, Chrome, Firefox ou Safari, entre outros;
Esta via permite que o conhecimento do Português nos EUA seja reconhecido como elemento curricular ao garantir a possibilidade de créditos adicionais, tanto no ensino secundário, como no acesso ao ensino superior, contando, para tanto, com a garantia das mais prestigiadas entidades americanas nesta matéria, designamente a American Councils for International Education e College Board (Programa Advanced Placement).
